Is employment of foreign workers allowed?

Employment of foreign workers is allowed in the construction, plantation, service (domestic servants, hotel industry, cooks in restaurants and hotels, trainers and instructors) and manufacturing sectors, subject to conditions which are determined from time to time.

 

The approving authority for workers in the skilled, semi-skilled and unskilled categories is the Task Force on Foreign Workers under the Ministry of Home Affairs.

 

However, renewal of work permits for foreign workers are suspended until further notice except for the following: 

·      domestic maids; 

·     expatriates employed in management, professional and supervisory capacities; 

·     those who are employed in certain positions in the service sector. Fresh recruitments of foreign workers into the service sector are not allowed; and 

·     skilled or semi-skilled foreign workers in the plantation, construction and manufacturing sectors.

 

To ensure that foreign labour is employed only when necessary, an annual levy is imposed on employers of foreign workers. The rate of levy varies according to the category of worker.
