Introduction

The Silver-Haired Programme (SHP) is a programme for foreigners who had reached retirement age and chooses Malaysia as a place to stay. When it was first introduced in 1987, SHP was opened only to nationals of Japan and Western Europe and the period of stay is from five years to a maximum of ten years.


Besides that, the age must not be below 55 years and in term of a financial requirement, they ought to have savings of not less than RM200,000 or a retirement pension of RM5,000 a month. The programme failed to lure foreigners due to these limitations.


To enhance SHP, the government has come up with a new procedure which is more relax than it was before.


New Conditions

     

  • Open to all nationals (except Israelis and Yugoslavians);

  • Age limit - 50 years old. No age limit for the spouse;

  • Financial requirements - From a retirement pension or savings;

    Retirement Pension:

    • With a spouse, equivalent to RM10,000 a month

    • Without spouse, equivalent to RM7,000 a month, OR

    Savings:

    • With a spouse, equivalent to RM150,000

    • Without spouse, equivalent to RM100,000 a month

  • Posses an insurance policy for medical expenses;

  • Length of stay - indefinite but a social visit pass would he issued on a year to a year basis;

  • Exempted from obtaining a visa from the Malaysian Overseas Missions. However, a visa would be issued in Malaysia together with a social visit pass (RM90 per year + a visa fees). A multiple-entry visa is also available;

  • Applications must be sponsored by Malaysian Citizens or Permanent Residents. The sponsor could be on an individual basis or an organisation such as a Property Developer, Private Hospital (health tourism) or any other organisation which is involved in this scheme;

  • The sponsor must sign a Personal Bond (no cash-payment involved) to bind himself to forfeit to the Government of Malaysia a sum of money as stated in the Personal Bond in case of any violation of Immigration's Regulations on the part of a person whom he sponsored for repatriation purposes;

  • Is NOT allowed to take up any form of employment (except voluntary work).


Document Required at the Counter

     

  • Form IM12 - two sets;

  • Photocopies of the applicant/spouse's passport - two sets;

  • Passport-sized applicant/spouse's photographs - two sets;

  • Certified copy of a bank account or finance company or retirement pension;

  • Certified copy of an insurance(s) policy.

Note:

engaging an agent or a middle-man or a consultant firm (legal firm) is not allowed.


Upon Submission of Application

  • a sponsor would be invited for a short interview;

  • outcome of the application would be made known within two weeks;

  • required to submit a Personal Bond, duly signed to the Immigration Department;

  • required to submit Passport for issuance of a social visit pass as well as a visa, and make the necessary payments.
