On Cement
The cement industry is regulated by the Ministry of Domestic Trade and Consumer Affairs (MDTCA) and Ministry of International Trade and Industry (MITI).

Monitoring and enforcement of all major aspects of manufacturing and distribution are carried out by MDTCA, while manufacturing licences are issued by MITI.

Cement became a controlled-item under the Supply Control Act (1961) in October 1972.

In October 1992, Malaysian regulators imposed a ban on cement exports. At the same time, the regulators lifted the 50% import duty and abolished the requirement of import permits.

However, a shortage of cement later in 1992 led to relaxation of imports. Although the ban on exports officially remains, producers can export if they are granted permits by MITI.
